Why Citizens now requires flood insurance

In December 2022, the Florida Legislature passed a law (codified as Florida Statute 627.715) requiring most Citizens Property Insurance policyholders to obtain and maintain flood insurance. The rule applies to new and renewing Personal Residential policies that include wind coverage, and it phases in by your home’s dwelling value through January 1, 2027.


The Citizens flood insurance deadlines

If your home is in a high-risk flood zone (a Special Flood Hazard Area such as zones A, AE, AO, AH, V, or VE), you must already carry and maintain a flood policy. If your home is outside the high-risk zone, the requirement phases in based on your dwelling value (Coverage A):

  • January 1, 2024 — dwelling value of $600,000 or more
  • January 1, 2025 — dwelling value of $500,000 or more
  • January 1, 2026 — dwelling value of $400,000 or more
  • January 1, 2027 — all policies, regardless of value

Condominium unit-owner policies, tenant (renter) content policies, and any policy that excludes windstorm or hail coverage are not required to purchase flood insurance. Because flood policies often carry a waiting period, it is worth getting ahead of your renewal date.
